**I have a minor record(for a violation) myself so i have researched this stuff endlessly. I have not seen volunteers mentioned in statute but I am reasonably certain they can be fingerprinted as well. Especially if it's child care jobs, etc.

I am not totally certain but even if a volunteer cannot be fingerprinted there are other ways to do a background check such as via the criminal courts or even having the volunteer sign an affidavit with the local DA's office certifying that they have/have not been convicted of a crime in any jurisdiction.
